Non-Thai nationals may submit a request for a Certificate of Entry (COE) and may enter the Kingdom of Thailand if they fall under the categories listed below.  If you do not fall under any of these categories, your requests will not be considered.  All requests are to be submitted to the Royal Thai Embassy either in person or by email at visa@thaiembassynz.org.nz.  Please note that your request will only be considered once all the required documents have been submitted.  It is recommended that you submit all your documents at least 10 working days before the expected travel date in order to avoid inconveniences to your travel plans.  If you have any questions, please submit your enquires by email only (no telephone enquiries).  Due to the large volumes of requests submitted to the Embassy, please carefully read and strictly follow all the instructions in order to avoid any inconveniences resulting from the delay in the reviewing process of your request.


1. Who may request entry?
    The following categories of non-Thai nationals may submit a request to enter Thailand.  Requests will be reviewed on a case-by-case basis taking into consideration the necessity/urgency of your reason to enter the Kingdom:
    1.1 Persons with exemption or persons being considered, permitted or invited by the Prime Minister or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom.  Such consideration, permission or invitation may be subject to specified conditions and time limits.
    1.2 Persons on diplomatic or consular missions / persons under international organizations / representatives of foreign governments performing duties in the Kingdom / persons of other international agencies as permitted by the Ministry of Foreign Affairs  
    1.3 Non-Thai nationals who are spouses, parents or children of Thai nationals
    1.4 Non-Thai nationals holding a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom 
    1.5 Non-Thai nationals holding a valid work permit, or have been granted permission from government agencies to work in the Kingdom, including spouses and children of such individuals
    1.6 Non-Thai nationals who are students of educational institutions approved by Thai authorities, including spouses and children of such individuals (excluding students of non-formal educational institutions under the law on private schools and other similar private educational institutions)
    1.7 Non-Thai nationals in need of medical treatment in Thailand, including their attendants (excluding treatment for COVID-19)
    1.8 Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country    

2. Required Documents (All Files in PDF Format):
    2.1 Persons under category 1.1
          - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
          - Declaration Form (see attachment)
          - Travel itinerary for the entire duration of stay in Thailand
    2.2 Persons under category 1.2 
          - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
          - Declaration Form (see attachment)
          - Official note from the Ministry of Foreign Affairs, or sending organization, of the sending country
          - Letter from sending organization confirming that all relevant expenses, including health and medical expenses, will be covered by the organization OR other assurances that the individuals will be liable for all health and medical expenses including treatment for COVID-19 for the entire duration of stay in Thailand
    2.3 Persons under categories 1.3 - 1.8 
          (1) Spouses, parents or children of Thai nationals
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Declaration Form (see attachment)
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Marriage certificate or other proof of marriage
          (2) Non-Thai nationals holding a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Copy of certificate of residence issued by the Immigration Bureau of Thailand 
               - Declaration Form (see attachment)
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Certificate of permanent residency or other proof of permission to take up residence in the Kingdom
          (3) Non-Thai nationals holding a valid work permit, or have been granted permission from government agencies to work in the Kingdom, including spouses and children of such individuals
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Declaration Form (see attachment)
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Work permit or letter from a government agency granting permission to work in Thailand
               - (For spouses and children) Proof of relationship to the individual holding work permit
          (4) Students of educational institutions approved by Thai authorities, including parents and guardians of such individuals
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Declaration Form (see attachment)
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Proof of student status/enrollment at the educational institution in Thailand
               - (For parents and guardians) Proof of relationship to the student
          (5) Non-Thai nationals in need of medical treatment in Thailand, including their attendants 
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Declaration Form (see attachment)
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Letter from a hospital in Thailand confirming that the patient has been accepted for treatment at the hospital and confirming that the patient and attendant will be quarantined at the hospital
               - Letter confirming that all medical expenses will be covered by the applicant and other relevant documents
               - Confirmation letter from the hospital in New Zealand where the patient is presently being treated, specifying the necessity/urgency of undergoing treatment in Thailand
          (6) Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Declaration Form (see attachment)
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Long-term Work (Normal Track):
                  - Work permit or other proof of permission to legally work in Thailand
                  - Invitation letter from a government or private agency
                  - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Short-term Work (Fast Track)
                  - Work permit or letter from a government agency inviting, or granting permission to, the applicant work in Thailand 
                  - Proof of confirmed booking for accommodation for the entire duration of stay in Thailand
                  - Travel itinerary for the entire duration of stay in Thailand

          * Please note that some ASQ facilities might require you to provide a confirmed flight booking before you can make a reservation

3. Submitting Your Request:
    All requests are to be submitted to the Royal Thai Embassy either in person or by email at visa@thaiembassynz.org.nz.  All files must be in PDF format.  PLEASE SUBMIT ALL THE REQUIRED DOCUMENTS TOGETHER IN ONE SINGLE EMAIL.  Your request will only be considered if your documents are complete.  If your documents are incomplete, your request will be declined and you will have to resubmit a new request all over.  Only the booking confirmation for the "Alternative State Quarantine" may be submitted separately as you may need to secure a flight to Thailand and have a confirmed ticket first before the hotel accepts your ASQ reservation.  

4. Upon approval of your request:

5. Required documents for check-in:
    Passengers entering Thailand are required to present the following documents upon check in at the airport of departure (failure to present these documents will result in denial of boarding):
    5.1 Certificate of Entry (COE) 
    5.2 Medical certificate with a laboratory result specifying that a RT-PCR test has been done and COVID-19 is not detected, issued no more than 72 hours before departure
    5.3 Health certificate confirming that the passenger is "fit to fly" or "fit to travel" 
    5.4 Health insurance policy (for individuals under categories 1.4 - 1.8)
    5.5 Passport with a validity period of at least 6 months upon the date of travel

6. Upon entry to Thailand:
    All passengers are required to submit a T8 Form (see attachment) to the authorities at the airport of arrival.  Passengers are also required to download the AOT Airport Application (https://aot-app.kdlab.ai/) and fill out all required passenger information.  It is recommended that you download the application before depature from New Zealand.  

7. Hotels Participating in the “Alternative State Quarantine” Programme:

    Note: ASQ bookings must be made directly with the participating hotels (no online bookings through third-party websites) and a confirmation for ASQ booking must be issued by the hotel.  If you do not have an ASQ booking confirmation, you will not be issued a COE.  Booking confirmations from third-party websites are not ASQ booking confirmations.
