Non-Thai nationals may submit a request for a Certificate of Entry (COE) and may enter the Kingdom of Thailand if they fall under the categories listed below.  If you do not fall under any of these categories, your requests will not be considered.  All requests are to be submitted to the Royal Thai Embassy either in person or by email at visa@thaiembassynz.org.nz.  Please note that your request will only be considered once all the required documents have been submitted.  It is recommended that you submit all your documents at least 10 working days before the expected travel date in order to avoid inconveniences to your travel plans.  If you have any questions, please submit your enquires by email only (no telephone enquiries).  Due to the large volumes of requests submitted to the Embassy, please carefully read and strictly follow all the instructions in order to avoid any inconveniences resulting from the delay in the reviewing process of your request.

1. Flights permitted to carry passengers to Thailand
    1.1 Repatriation flights arranged by the Thai Embassy (registration for the flight must be made through the Thai Embassy only)

              - The Embassy will announce the schedule for future repatriation flights once this information is available.  Please follow the Embassy's website or Facebook page for news and updates or register your intent to travel with the Embassy to receive news and updates by email. 
    1.2 Semi-commercial flights (flight bookings can be made directly with participating airlines permitted to conduct flights to Thailand)
              - Cathay Pacific - CX653 (Hong Kong - Bangkok)
              - EVA Air - BR211 (Taipei - Bangkok)
              - Singapore Airlines - SQ976 (Singapore - Bangkok)

2. Who may request entry?
    The following categories of non-Thai nationals may submit a request to enter Thailand.  Requests will be reviewed on a case-by-case basis taking into consideration the necessity/urgency of your reason to enter the Kingdom:
    2.1 Persons with exemption or persons being considered, permitted or invited by the Prime Minister or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom.  Such consideration, permission or invitation may be subject to specified conditions and time limits.
    2.2 Persons on diplomatic or consular missions / persons under international organizations / representatives of foreign governments performing duties in the Kingdom / persons of other international agencies as permitted by the Ministry of Foreign Affairs  
    2.3 Non-Thai nationals who are spouses, parents or children of Thai nationals (non-immigrant "O" visa)
    2.4 Non-Thai nationals holding a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom
    2.5 Non-Thai nationals holding a valid work permit, or have been granted permission from government agencies to work in the Kingdom, including spouses and children of such individuals (non-immigrant "B" visa / non-immigrant "O" visa)
    2.6 Non-Thai nationals who are students of educational institutions approved by Thai authorities, including spouses and children of such individuals (non-immigrant "ED" visa / non-immigrant "O" visa), excluding students of non-formal educational institutions under the law on private schools and other similar private educational institutions)
    2.7 Non-Thai nationals in need of medical treatment in Thailand, including their attendants (non-immigrant "O" medical treatment visa), excluding treatment for COVID-19
    2.8 Non-Thai nationals who are permitted to enter the Kingdom under special arrangements
          - Retirement/Long-stay Visa (non-immigrant "O-A" / non-immigrant "O-X" visa)
          - APEC card
          - Thailand Elite Card
          - Special Tourist Visa (STV)
          - Non-Thai nationals entering the Kingdom without work permits for business visits (non-immigrant "B" visas)
          - Tourist Visa (TR)

3. Required Documents (All Files in PDF Format):
    3.1 Persons under category 2.1
          - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
          - Travel itinerary for the entire duration of stay in Thailand
    3.2 Persons under category 2.2 
          - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
          - Official note from the Ministry of Foreign Affairs, or sending organization, of the sending country
          - Letter from sending organization confirming that all relevant expenses, including health and medical expenses, will be covered by the organization OR other assurances that the individuals will be liable for all health and medical expenses including treatment for COVID-19 for the entire duration of stay in Thailand
    3.3 Persons under categories 2.3 - 2.8 
          (1) Spouses, parents or children of Thai nationals
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Marriage certificate or other proof of marriage
          (2) Non-Thai nationals holding a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Copy of certificate of residence issued by the Immigration Bureau of Thailand 
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Certificate of permanent residency or other proof of permission to take up residence in the Kingdom
          (3) Non-Thai nationals holding a valid work permit, or have been granted permission from government agencies to work in the Kingdom, including spouses and children of such individuals
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Work permit or letter from a government agency granting permission to work in Thailand
               - (For spouses and children) Proof of relationship to the individual holding work permit
          (4) Students of educational institutions approved by Thai authorities, including parents and guardians of such individuals
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Proof of student status/enrollment at the educational institution in Thailand
               - (For parents and guardians) Proof of relationship to the student
          (5) Non-Thai nationals in need of medical treatment in Thailand, including their attendants 
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Health insurance certificate/policy with coverage of at least 100,000 USD including treatment for COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - Letter from a hospital in Thailand confirming that the patient has been accepted for treatment at the hospital and confirming that the patient and attendant will be quarantined at the hospital
               - Letter confirming that all medical expenses will be covered by the applicant and other relevant documents
               - Confirmation letter from the hospital in New Zealand where the patient is presently being treated, specifying the necessity/urgency of undergoing treatment in Thailand
          (6) Non-Thai nationals who are permitted to enter the Kingdom under special arrangements (Retirement/long-stay "O-A" visa, APEC card, Thailand Elite card, Special Tourist Visa - "STV", non-immigrant "B" visa and Tourist "TR" visa)
               - Copy of your passport, including the pages with your Thai visa and/or re-entry permit stamp
               - Booking confirmation for your self-arranged “Alternative State Quarantine” for a period of 14 days (see below for list of participating hotels)
               - Health insurance certificate/policy with coverage of at least 100,000 USD (169,000 NZD) including treatment of COVID-19 (the amount of coverage, period of coverage, and name of the insurance holder must be clearly written on the insurance certificate/policy)
               - (O-A VISA & STV ONLY) Health insurance from a THAI INSURANCE COMPANY with minimum coverage of 40,000 THB/year for outpatients and 400,000 THB/year for inpatients covering the entire duration of the applicant's stay in Thailand

          * PLEASE NOTE THAT SOME ASQ FACILITIES MAY REQUIRE YOU TO PROVIDE A CONFIRMED FLIGHT BOOKING BEFORE ACCEPTING YOUR RESERVATION

4. Submitting Your Request:
    All requests are to be submitted online at https://coethailand.mfa.go.th/.  All files must be in JPG or PDF format.  Your request will only be considered once your documents are complete.  Please make sure that you have a valid visa to enter Thailand.  If you do not have a visa or if your visa has expired, please submit your visa application to the embassy at least 10 working days before the expected date of travel.

5. Upon approval of your request:
    Once your request is approved you will be issued a Certificate of Entry (COE).  The COE must be presented to the airline for boarding and to Thai authorities at Suvarnabhumi Airport for permission to enter the Kingdom.  Depending on your visa type, other relevant documents shall be also presented (see 6 and 7). 

6. Required documents for check-in:
    Passengers entering Thailand are required to present the following documents upon check in at the airport of departure (failure to present these documents will result in denial of boarding):
    6.1 Certificate of Entry (COE) 
    6.2 Medical certificate with a laboratory result specifying that a RT-PCR test has been done and COVID-19 is not detected, issued no more than 72 hours before departure
    6.3 Health certificate confirming that the passenger is "fit to fly" or "fit to travel"
          ** The fit-to-fly certificate and Covid-free certificate must be issued as two separate documents
    6.4 Health insurance policy (for individuals under categories 2.4 - 2.8)
    6.5 Passport with a validity period of at least 6 months upon the date of travel (12 months for Special Tourist Visa holders)

7. Upon entry to Thailand:
    All passengers are required to present the above-mentioned documents and a T8 Form to the authorities at the airport of arrival.  Passengers are also required to download the AOT Airport Application (https://aot-app.kdlab.ai/) and fill out all required passenger information.  It is recommended that you download the application before depature from New Zealand.  

8. Hotels Participating in the “Alternative State Quarantine” Programme:

    Note: ASQ bookings must be made directly with the participating hotels (no online bookings through third-party websites) and a booking confirmation letter must be issued by the ASQ hotel.  If you do not have an ASQ booking confirmation letter, you will not be issued a COE.  For the list of ASQ hotels, please visit http://www.hsscovid.com/ and click on "Alternative State Quarantine (ASQ)".
